8 VS 8 COED SOCCER LEAGUE
RULES AND REGULATIONS
(2010)
REGISTRATION
The City of Las Vegas Department of Leisure Services reserves the right to classify both teams and individual players, as to which division they may enter.
ROSTER AND ELIGIBILITY
1. Team shall be limited to sixteen players.
2. All players must have properly signed an official players contract (yellow cards) and must be on file at the City of Las Vegas Department of Leisure Services.
3. All player contracts and team rosters must be on file prior to teams first game.
4. Players are frozen with their original team for the duration of league play.
5. New players may be added to each team up to the second week of the season.
6. Any player who signs more than one soccer contract, plays under an assumed name, or misrepresents his eligibility status, shall be barred for the remainder of the current season.
NOTE: Any player who does not personally sign his own player contract shall be declared an illegal, non-contracted player.
7. To be eligible, a player must be at least eighteen years of age as of the first game.
8. A player's eligibility must be challenged by the opposing coach before the conclusion of the game.
SPECIAL NOTE: City of Las Vegas staff may challenge eligibility at any time during or after the game. Any player unable to provide proper proof of eligibility will automatically be considered ineligible and appropriate penalties assessed.
•9. All players must have a picture I.D. (drivers license) at every game.
•10. Any team using an ineligible player will forfeit the game in which the player participated.
•11. The City of Las Vegas Coed Soccer League is an amateur event. Professional status will be based on criteria established by the National Governing Body. Any individual, who could be considered professional, based upon their part time employment or tournament participation, will be ineligible to compete in this league.
FIELD DIMENSIONS
The approximate size of the field will be 76 yards long and 46 yards wide, with a penalty area 18 yards long and 26 yards wide.
GOALS
Full size adult goals will be used.
THE BALL
A regulation size 5 soccer ball; each team must supply one game ball.
PLAYER'S EQUIPMENT
All players must have matching jerseys. Numbers are recommended. No unsafe shoes, casts, helmets, jewelry, etc. may be worn. All teams should have a first aid kit. Shin guards are highly recommended.
COED RULES
•1. Game time will be considered forfeit time. Any team that does not have enough players at game time will forfeit the game. Any team that forfeits two games will be removed from the league, without refund.
•2. At the start of the game, each team must have a minimum of six players , in uniform, on the field. 4 men max. allowed on the field at all times. The goalie can be male or female.
•3. No more than eight players (four men max.) may be on the field at any time. A team may play with six women and two guys, or five women and three guys, or any other combination of men and women so long as there are not more than four men on the field at any time.
SUBSTITUTIONS
Substitutions are allowed during any stoppage of the game, with permission of the referee. Substitutions must be man for man or woman for woman.
SLIDE TACKLING
No slide tackling will be allowed. The penalty will be an in-direct free kick. A slide tackle is an automatic RED CARD OFFENSE; any slide around other players is a minimum YELLOW CARD OFFENSE, except, by the goalkeeper in an attempt to retrieve the ball in his/her own penalty area. A player will be allowed to slide to save a ball from going out of bounds so long as no opposing player is near them. This will be called at the referees discretion. The goalie may not be charged at any time. The OFFICIAL'S DISCRETION determines if any slide warrants a penalty.
INJURY (BLOOD)
Any player who has sustained an injury, in which blood is visible on their skin area, must come out of the game when observed by the referee. The player may not re-enter the game until the injury has been covered or stopped. Normal substitution procedures will prevail.
GOALKEEPER PASS BACK
Goalkeepers may not touch the ball with their hands if it has been deliberately kicked or thrown to them by a teammate. This violation will result in an in-direct kick, by the opponents, from the point of infraction at the nearest edge of the penalty box.
GOAL KICKS
Goal Kicks can cross the centerline without first being touched by a teammate or by an opposing player. Goalkeepers may kick or throw the ball across the centerline without first being touched by a teammate or by an opposing player.
INDIRECT KICKS
All restarts shall be indirect and can be taken by any gender. There are no DIRECT free kicks. Penalty Kicks will be enforced if the foul/infraction occurs inside the penalty area.
DURATION OF THE GAME
The game will be divided into two halves of 25 minutes each, with a five minute half-time. The clock will be a "running" clock throughout the game. One timeout (1-minute) will be permitted per half.
START OF PLAY
Opponents must be six yards from the center mark when kickoff is in progress. The ball is not in play until it travels the distance of its own circumference.
METHOD OF SCORING
A goal is scored when the ball crosses completely over the goal line between the goal posts and under the crossbar while the ball is in play.
STARTS AND RE-STARTS
1. A coin is tossed to decide who kicks off. The winner of the toss decides which goal their team will defend or having the ball for the kick off; the other team decides the remaining factor.
2. A kick-off is used to start each half of the game from the center spot of the field. The ball
must roll the distance equal to its own circumference (27"). The ball may be touched only once by the kicker before another person from either team touches the ball after the kick-off.
3. When the ball goes outside the boundaries of the playing field (completely over either end line), the following rules apply:
•A. When the attacking team last touched the ball - the game is re-started by the defending team placing the ball within the goal box area and kicking the ball into the field of play. Opposing team members must stay six yards from the ball until it is kicked.
•B. When the defending team last touched the ball - the game is re-started by the attacking team placing the ball in the corner one-quarter circle nearest to where the ball went out of play and kicking into the field of play (corner kick).
•C. After the game has been stopped because of a foul or other infraction - a "free kick" is allowed to the team that was fouled. All "free kicks" are indirect. See above rule under Indirect Kicks.
•D. After the game has been stopped for any other reason - the referee holds the ball between two opposing players and drops the ball (Drop Ball). Example: The game is stopped after both teams commit an infraction of the rules at the same time or outside interference occurs.
4. There are penalty kicks during regular season games. All free kicks will be "indirect",
and can be taken by any player.
5. There will be no "off sides".
YELLOW CARDS
Over-zealous players will be cautioned and may be sent off the field by the referee. A yellow card will result in the cautioned player being sent off the field for two(2) minutes without a replacement(substitution) or until a goal is scored by the opposing team. Two yellow cards will result in an automatic red card.
RED CARDS
Any player given a red card must leave the field immediately and cannot be replaced. An automatic one game suspension will be given. This includes the remainder of the game in which the red card was given, plus the teams next game. Additionally, the player will be placed on probation for the remainder of the season, and will be subject to further disciplinary action. Any red card a player receives while on probation will result in removal from the league. If the player is physically or verbally abusive, he must leave the park immediately and will be removed for the remainder of the league. Failure to do so may result in the removal of the entire team from the league. A team whose player was given a red card must play the remainder of the game without a replacement.
It is the responsibility of each individual player (regardless of experience) to play under complete control. For example, a player may not run uncontrollably into another player. The ball must be played - not people.
Fighting or abusive language or any such actions are strictly forbidden. Any player sent off the field for these reasons shall be given a red card and shall be disqualified from playing, and is subject to further disciplinary action.
Any player or coach who strikes an official or staff member during or after any game will be suspended for life.
Any player or coach, who pushes, harasses or threatens an official or staff member before, or after a game, could be suspended for one year from the date of the incident.
Derogatory statements during or after a game, including in the parking lot, will be regarded as harassment.
The referee shall have the authority to control the spirit of the game and may stop it at any time in order to maintain complete control.
TIED GAMES
Tie games will be allowed in the regular season. If a winner has not been determined after regulation in the playoffs, then penalty kicks will follow.
PENALTY KICKS
Each team will select 2 male and 3 female shooters from their team. The goalie gender does not matter. The goalie on the field after regulation must remain as the goalie for penalty kicks. A coin toss will be used to determine who shoots first. If the teams are tied after the first five shooters, each team will select another shooter (one who has not shot) until a winner is determined. Gender does not matter after the first five initial shooters, and shooter order does not matter at any time.
COACH'S RESPONSIBILITIES
•1. The coach is responsible for informing all team members of the Rules and Regulations. Coaches are also responsible for verifying the authenticity of each player contract submitted for their team.
•2. The coach is responsible for his/her players and team supporters, and is expected to curtail any unwarranted actions that disrupt the game in progress.
•3. Prior to the start of each game, the coach is responsible for legibly filling out and signing the lineup card with each participant's last name and first initial.
•4. If there are disciplinary problems on the field, the coach must provide player information (example: name on contract) upon the request of the umpire or City staff member.
•5. When requested, the coach is responsible for completing an evaluation sheet to help ensure that his/her team is placed in a division that includes teams of similar skill level. Any team whose coach or team representative fills out an evaluation sheet incorrectly or falsely, for the sole purpose of winning awards, will be declared ineligible to win awards for the session.
PROTESTS
•1. Protests based solely on the judgment of the umpire/referee will not be received or considered.
•2. Protests based upon illegal player participation must be made prior to the completion of the first game of the suspected illegal player. The protesting team (coach) must notify the umpire/referee at the time the illegal participation is first detected. The umpire/referee will then notify the opposing coach and the field monitor. The field monitor will request a check in the amount of $50.00 from the protesting team, and will take the steps necessary to determine the player's eligibility.
•3. Protests based on the misinterpretation or misapplication of a playing rule shall be received and considered. The failure of any umpire/referee to apply the proper rule for a specific game situation shall be considered an allowable protest.
•4. Protest Procedure: The coach of the protesting team shall immediately notify the umpire/referee that the game is being continued under protest. The umpire/referee and all interested parties will note the conditions surrounding the issue under protest on the game card and in the official score book. The game will continue to completion. The protesting team will submit the protest in writing either to the Sports Office staff member at the field, or to the Sports Office by the close of the next business day. Note: The protest must include a description of the circumstances surrounding the activities that led to the protest. The protest must also include which rule or City of Las Vegas rule was misinterpreted or misapplied, noting the rule, section, and page number of the rule book where the rule is located.
•5. All protests must be accompanied by a $50.00 check or money order made payable to the City of Las Vegas. Should the protest be upheld, the $50.00 will be refunded. If the protest is not upheld, the $50.00 will be forfeited to the City of Las Vegas.
•6. A decision regarding all protests will be rendered within five working days from the date the protest is filed. Protests that are upheld will be replayed from the point of protest if the game has a bearing on first or second place in the standings.
PLAYER/COACH
CODE OF CONDUCT
UNSPORTSMANLIKE CONDUCT WILL NOT BE TOLERATED!
•A. Abusive language, outbursts of anger, delaying the game intentionally; acts such as fighting, pushing, flagrant collisions, continued harassment or taunting, etc., against opposing players/coaches, an umpire/referee, or City staff member will result in the player/coach being ejected from the current game, plus the following two scheduled games. Additionally, each ejection and/or incident will be reviewed by the League Coordinator to determine if further disciplinary action is necessary. All decisions on these matters are final!
- Any form of fighting or aggressive behavior with or towards another individual will result in an automatic suspension for the duration of the session, and are subject to suspension for up to one year.
- Any and all types of harassment are not acceptable and will not be tolerated. An automatic two-game suspension will be given, and further disciplinary action may follow.
- Any form of abusive/disrespectful language towards a City staff member and/or umpire/referee will result in an automatic suspension for the duration of the session, and will be subject to suspension for up to one year.
•B. Any player/coach ejected from a game must leave the field and/or dugout/sideline in one minute's time. If so directed by the umpire/referee, the ejected player must also place himself/herself out of sight and sound, or leave the complex, within one minute's time.
•1. Any player/coach who physically or verbally assaults an umpire/referee, City staff member, another player/coach, or spectator will automatically be ejected from the game, and suspended for the duration of the session. Charges may be filed by the offended party and the offending player may be suspended from participating in any league or program sponsored by the City of Las Vegas Department of Leisure Services.
•3. Any player or coach who uses a bat or any other object for the purpose of inflicting bodily harm to another individual will be suspended for life from any program sponsored by the City of Las Vegas Department of Leisure Services.
•4. Coaches shall instruct their players to remain in the dugout/sideline area while disputes are resolved.
•5. Comments, criticisms and questions regarding game conditions or officiating should be directed in writing to the Municipal Sports Office.

CONDUCT AT ATHLETIC EVENTS

10.45.010 Definitions
As used in this chapter, unless the context otherwise requires, the words and terms which are defined in this Section have the meanings which are ascribed to them herein, as follows:
•A. "Athletic Event" means any sporting event between competing teams or individuals which is held in a public place and to which the public is invited;
•B. "Attendee" means any person who is present at an athletic event as a spectator and whose presence is occasioned by either purchasing a ticket for admission to the athletic event or has been admitted without charge.

10.45.29 Prohibited Conduct
It is unlawful for an attendee of an athletic event which is held within the City to engage in any of the following acts:
•A. Interfere with, disrupt, or interrupt the athletic event.
•B. Throw any article, including, without limitation, missiles, rocks, bottles, cups, drink glasses, drinking receptacles, and ice, at any of the participants in or officials of the athletic event, or into the area in which the participants and officials are conducting the athletic event.
•C. Discharge any fireworks or firecrackers on the premises of the athletic event.
•D. Enter upon the area in which the participants and officials are conducting the athletic event, when the event is in progress.
•E. Engage in any physical altercation with any of the participants, officials, or other attendees during the progress of the athletic event or immediately after the conclusion of the events.
•F. Injure or destroy any property which belongs to the facility in which the athletic event is held.
•G. Bring any alcoholic or other beverage, or glass bottles or metal can containers, in the premises, excluding the parking areas, in which the athletic event is held.
